Fidel Castro Meets Top Ecuador Official



Havana, Oct 22 (Prensa Latina) Cuban Revolution leader Fidel Castro
met Ecuadorian Vice President Lenin Moreno, who expressed gratitude for the
island's support to his country, an official press release said Thursday.

During a fraternal and animated meeting on Wednesday, Moreno gave the
Manuela Espejo Order to Fidel Castro, acknowledging his role in a study on
disabilities in the Andean nation.

Both figures analyzed the international situation, and went in depth
into increasing collaboration between both countries, especially in health,
said the text published in all Cuban dailies and news programs.

The top Ecuadorian official, on behalf of his government and people,
was grateful for the role carried out by the island's physicians,
geneticists, and technicians, who are part of the Manuela Espejo Solidarity
Mission.

Shortly before leaving for his country, the vice president said the
Cuban people and leaders display great solidarity and kindness.

Ecuador Warns of Volcano Activity



Quito, Oct. 22 (Prensa Latina) The Ecuadorian government put the
Emergency Operation Centers (COE) in the provinces of Napo, Pichincha and
Scumbios in the state of alert, faced with new eruptive activity of El
Reventador volcano.

The 11434-feet-high volcano had increased its activity since last
week. As a result, the National Risk Management Secreatriat adopted a
series of alert measures, although signs of alert to the population have not
been reported yet. El Reventador, around 62 miles East from the capital,
began an eruptive process in November, 2002, expelling millions of tons of
ash that the wind spread over Quito.

The Geophysics Institute (IG) of the National Polytechnic School
informed that El Reventador maintains a considerable level of activity, with
permanent seismic signs and explosions as well as incandescence in the
crater and the southern side of the volcano.

However, authorities insist that the measures taken so far are only
an alert and do not necessarily entail risk to the population.

Uruguay Frente Amplio in The Lead for Elections



Montevideo, Oct 22 (Prensa Latina) According to consolidated
predictions by Factum, Equipos Mori, Radar and Cifra pollsters, the Frente
Amplio (FA) party maintains Thursday between 46 and 49 percent in the vote
intention for the October 25 elections.

The main Uruguayan pollsters carried out their last polls before the
beginning of the political close period starting Friday, which forbids all
kinds of propaganda activities.

The four companies' data bought about that the interest in the
National Party ranges from 27-32 percent, while the Colorado Party maintains
a 13 percent of favoritism among voters.

Factum and Cifra agreed that the FA advantage surpasses the whole
opposition, while political scientists consider that the vote by indecisive
people could tip the scale towards governmental coalition on Sunday.

Analysts have predicted a second electoral round.

Uruguayans will elect in the elections on Sunday the President of the
Republic, his Vice President, 30 senators and 99 representatives.

If none of the presidential candidates reaches the simple majority,
then a second round on November 29 between the most voted candidates would
take place.

Honduras Crisis Solution Sets Back



Tegucigalpa, Oct 22 (Prensa Latina) The dialogue to find a negotiated
solution to the crisis unleashed in Honduras entered Thursday its third day
at a standstill, after several indictments against the de facto government
for obstructing negotiations.

Meanwhile, a new factor of tension came on stage after the police
demanded that people should ask for permission 24 hours before
demonstrating, three days after the state of siege was derogated.

Riot troops besieged on Wednesday a rally by the National Front
against the Coup d'Etat, and impeded that its members staged a march to the
capital's central area, as they had planned.

Talks between representatives of President Manuel Zelaya and de
facto's Roberto Micheletti were halted on Tuesday night, after idsagreement
between the sisdes involved.

The National Front announced new rallies on Thursday to demand
restitution of democracy.

Bolivia to Host Pan-Am Tourism Forum



La Paz, Oct 22 (Prensa Latina) Bolivia will host the 19th Pan-American
Conference of Hotel Schools, Tourism, and Catering, to take place from
October 27-31 in this capital.

Cambio daily reported the event aims at increasing the number of
tourists and developing the sector, as well as familiarizing foreign
visitors with the Bolivian gastronomic potential.

Deputy Tourism Minister Ivan Cahuaya, Hotel and Tourism School (EHT)
Director Guillermo Irahola, and La Paz' City Hall representative Fernado
Lozada made the official announcement of the conference on Wednesday.

Spain, the United States, Mexico, Salvador, Nicaragua, Cuba, the
Dominican Republic, Brazil, Argentina, Chile, Venezuela, Peru, Ecuador, and
Colombia are among the guest countries.

According to Bolivian tourism authorities, over 300 visitors and
regional experts are expected to attend the event.

Chile Minister to Lead WTO Conference



Geneva, Oct. 22 (Prensa Latina) The World Trade Organization General
Council elected Chilean Trade Minister Andres Velasco to preside over the
7th Ministerial Conference of that institution that is scheduled to begin on
November 30.

Also agreed upon were two work days at the same time of the plenary
on the work of the WTO including the Doha program for development and
contribution to economic recovery and growth.

That institution's Director-General Pascal Lamy called this week to
speed up the pace of multilateral negotiations to reach an agreement in the
Doha Round.

French Lamy requested setting aside nice words and taking actions to
fulfill the challenge of concluding the series of talks in 2010.

It is necessary to hold true negotiations, not only consultations and
informal debates, but also an authentic exchange among members, the WTO
executive said.

He recalled that representatives of the rich and emerging nations of
the Group of 20 (G-20) have committed more than once to concluding these
talks in 2010, after eight years without any tangible results.

However, he acknowledged that there is some signs of progress but
they are not decisive.

The key now is to move forward, not to talk, said the executive of
the world leading trade institution.

Pakistan Troops Die in Car Ambush



Islamabad, Oct 22 (Prensa Latina) At least two Pakistani Army soldiers
died here on Thursday, when the vehicle in which they were traveling along
one of the streets of this capital was shot by alleged Islamic rebels.

According to Geo TV station the ambush took place in the G-11 sector
of Islamabad Thursday early morning.

Two men on a motorbike shot the military vehicle and then ran away,
the television channel said.

While the police is looking for the perpetrator, all the control
posts in the capital are on the maximum alert to prevent other attacks as
those that have shaken the country in recent days, killing more than 150
people.

Two suicidal assailants made themselves explode inside Islamabad
Islamic University Tuesday, killing 6 people and wounding about 20 others,
mostly students.

The education authorities decided to suspend classes for the rest of
the week in all the country's schools.

The attacks have increased when the government is involved in a
large-scale anti-rebel offensive in Waziristan tribal region, bordering with
Afghanistan.

According to dispatches, at least 80 alleged rebels have died in
combats with the government troops since the offensive began on Saturday.
