OLADE Delegates Witness Cuba Progress



Havana, Oct 29 (Prensa Latina) Participants in the Fourth Integration Forum
of the Latin American Energy Organization (OLADE), opened in Havana on
Wednesday, toured several areas to see first hand Cuban advances in energy
efficiency. '



They visited residential areas to see results of the replacement of
inefficient appliances by modern, low-energy ones.

These foreign delegates also witnessed improvements in electricity
transmission, distribution systems implemented in hotels and other tourist
resorts to save energy, as well as measures implemented as part of the
Energy Revolution ongoing in Cuba to increase awareness about energy
efficiency in the population, mainly in new generations.

The Fourth Forum is one of events being carried out as of Monday at the
Havana-based National Hotel as part of the 40th Meeting of OLADE ministers
to be held tomorrow.

It includes a tour of oil facilities in northern Havana and energy supplier
ENERGAS in Matanzas province, also in western Cuba.

In the inaugural session of the Forum, OLADE Executive Secretary Carlos A.
Florez called on participants to achieve energy integration in the region,
where there are enough sources and resources.

In remarks to Prensa Latina, Florez said the region is at its peak to
fulfill this objective, as there is immense will and the people are aware
that the best option is to integrate, share information and coordinate
activities.

China for Sustainable, Stable Development



Havana, Oct 29 (Prensa Latina) In the context of the world financial crisis,
China, Latin America and the Caribbean face the task of keeping a
sustainable, stable economic development, President of the Association of
Friendship China-Latin America Cheng Siwei said on Thursday.



Cheng, who is leading the Chinese delegation to the Second Forum of
Friendship Latin America-Caribbean with China, highlighted the purpose to
strengthen existing links between this region and the Asian nation.

"We ought to bring comprehensive cooperation between both parties to a
higher level with a practical, innovative spirit to reach a win-win
situation," he said in his opening speech at the Havana-based National
Hotel.

He recalled that in the last two years, the Chinese people overcame natural
disasters, including the devastating quake of Wenchuan, Sichuan,
successfully organized the Beijing Olympic Games and accomplished the
mission of the crewed flight of the Shenzhou-7 spacecraft.

The Chinese official noted that early this month, the Chinese people marked
the 60th anniversary of the foundation of the New China.

The Latin America-Caribbean meeting with China is expected to review
experiences in the promotion of youth, cultural, tourist, educational and
commercial exchanges and ways to maintain and strengthen competitiveness of
the Association of Friensdship.

It is also expected to promote people-to-people exchange between China and
the peoples who are yet to have diplomatic relations with it.

On Wednesday night, the National Hotel Taganana Room hosted the inauguration
of the photo exhibit "Chinese Kaleidoscope: Reflects of Modern Chinese
Lifestyle" as a preliminary to the Second Forum of Friendship Latin
America-Caribbean with China.

Cuba-Turkey Joint Commission in Havana



Havana, Oct 29 (Prensa Latina) State Minister and Deputy Prime Minister of
the Republic of Turkey Cemil Cicek extolled Cuba for the resounding victory
obtained this Tuesday at UN General Assembly, on the eve of the inauguration
of the ninth Joint Session of Inter-governmental Commission between both
nations.



Turkish Vice President mentioned that the Cuban Resolution entitled "Need to
end the economic, financial and commercial blockade imposed by US on Cuba"
was approved by 187 votes in favor, and expressed his country has always
supported Cuba at UN.

Cicek, chairing the Turkish delegation, stressed there are different areas
for cooperation in which we can reach important agreements, like in those of
academic exchange, agriculture and construction.

He also disclosed Turkey will largely be represented at the coming Havana
International Fair with a huge presence, since Cuba-Turkey commercial
cooperation has significantly increased in recent times, thanks to the huge
number of stand exhibitions from that nation.

The ninth Joint Session is also scheduled to hold the opening of the Turkish
Ceramics Panel and a visit to Cuba's Center for Genetic Engineering and
Biotechnology, among other local activities, according to Cuban News Agency,

Cuban Youth More Committed to Society



Havana, Oct 29 (Prensa Latina) Young Cubans have agreed to take new steps to
improve their tasks at schools and workplaces, to strengthen revolutionary
achievements.



Over 46,000 rank-and-file committees of the Young Communist League (UJC)
yesterday held open assemblies, marked by open exchange intended to improve
their role in society.

The process, which coincided with commemorations for the 50th anniversary of
Commander Camilo Cienfuegos' physical disappearance, was one of the first
steps ahead of the 9th UJC Congress.

The nationwide forum will take place April 3-4, 2010, but the Cuban youth
considers it has started already, since it was summoned on October 14.

"Independent initiatives to bring the country forward must be socialized,
shared, otherwise it makes no sense," a student from the University of
Havana said.

Dr. Zoilo Placeres, from Havana's Hermanos Ameijeiras Hospital, said "future
generations must grasp the best, and we must be able to transmit to them
knowledge and values, because the continuity of the revolution depends on
it.

Actions to Stop Pollution of Guatemalan Lake



Guatemala, Oct 29 (Prensa Latina) The installation of residual treatment
plants will be one of the actions to fight the present cyanobacterie in the
famous Guatemalan lake of Atitlán, a point of concern among authorities.



To begin this work a trusteeship of US 10 million that has been inactive
during the last decade will be used, and the Vice president Rafael Espada
assured was discovered recently.

Espada also added that 10 years ago that sum was assigned to invest in
plants like this ones in the cited lakeside area, but still they are asking
why it wasn't used.

Another of the actions approved to work in Atitlan is to forbid the use of
inorganic fertilizers and soaps, eliminate water faucet in the shores, which
are contamination sources and create public ponds with an efficient
drainage.

They also will try to influence in the change of the community habits owing
to the water use and the construction of homes, an excess that cause a
harmful damage in the conditions of the lake in a every sense.

For his part, the Ministry of Environment and Natural Resources, Luis

Venezuelan Minister: CIA Works in Colombia



Caracas, Oct 29 (Prensa Latina) The US Central Intelligence Agency (CIA) is
working in Colombia, said Thursday the Secretary of the Interior and
Justice, Tareck El Assimi, when he presented proof of the espionage by the
Administrative Security Department (DAS) in Venezuela.



CIA is working openly in Colombia, subordinate to the guidelines of the US
Department of State that is traduced in violence, jostling and permanent
aggressions, stressed El Assimi before the Venezuelan Parliament.

He also said the aggressions by Colombia will be reduce and they are part of
the plans to install seven US military bases, in order to attack Venezuela
and destabilize the whole Latin America.

According to El Assimi, the obtained text responds to internal researches in
Bogotá owing to a false fugue of information that reveals some private
matters around the intelligence work and subversion against Venezuela, as
part of a project called Falcón.

This is an official document of DAS, entity subordinated directly to the
Colombian leader, Alvaro Uribe, in which the interviewed agents recognized
have been part of the cited espionage program, still active, he specified.

The program is also looking for elements related with the President Hugo
Chavez, officials, leaders and diplomats, he added.

According to the headline, another interest of the intelligence service of
the neighboring country is the recruitment of opposite leaders that he
qualified as traitors.

Last July 28 Caracas began a process to freeze the economic relations as
response to the threat that represents for Venezuela and the region the
agreement between Bogotá and Washington about the installation of that
military bases.

Before the war threat in the area, Chavez suggested last August 7 the
formation of peace bases during a meeting between the Venezuelan Commission
and representatives of the Colombians Organization for peace.

"Venezuela is ready. If in Colombia open seven, here will open 70 bases for
peace to talk and debate about peace", said the leader, who called to take
this idea to Bolivia, Ecuador and Brazil.

El Assimi also said that there are some elements and irrefutable evidences
that prove a new Colombian aggression against our country and other nations
of the region.

The Venezuelan minister also said the US CIA is behind those activities,
through its Embassy in Colombia.

Chavez: US is Behind Colombian Spying



Caracas, Oct 29 (Prensa Latina) "The hand of the US government is behind the
case of the Colombian spies caught in Venezuelan national soil," assured
President Hugo Chavez, who asked his US peer Barack Obama to work for peace.



In an activity for the first anniversary of the Venezuelan satellite "Simon
Bolivar" Chavez ratified two members of the Colombian Security Department
(DAS) who were making illegal actions in Venezuela.

"They came to bribe Venezuelan officials, and we arrested them, the hand of
the US government is behind all this," he stated.

In a meeting with US actor Sean Penn, Chavez said Penn had told him US
citizens still have hopes that Obama fulfills his change offers.

Venezuelan Interior and Justice Minister Tareck El Aissami, aasured Thursday
that the Colombian government and DAS are lying regarding the spionage
practiced in Venezuela.

DAS said its officials cannot go out of the Colombian national territory or
go to Venezuela on any purpose, while Colombian Foreign Minister Jaime
Bermudez recognizes a DAS official had been arrested in Venezuela

President Chavez said the violence suffered by Venezuela comes from
Colombia, and apointed out that Colombian assassins are responsible for the
introduction of kidnapping and other crimes.

CARICOM Denies License for Journalists



Saint John's, Antigua Oct 29 (Prensa Latina) Secretary General of the
Caribbean Community (CARICOM) Edwin Carrington denied rumors about a
possible license concession to work as journalist in the region, it was
known on Thursday in this capital. Carrington assured Wesley Gibbings,
director of the Association of Caribbean Media Workers (ACM) that this
measure has never been in the association agenda.

He pointed out that any strategy to make the free intraregional workers
circulation easier must be proposed by them.

During the talks the official highlighted also the main role of the media in
the integration process of the 15 CARICOM member countries.

Carrington clarified the ACM worries about the project presented in Saint
Lucia regulating the practice of journalism and registering media workers
obligatorily.

This plan was denied by the Caribbean media workers.

Lula to Arrive in Venezuela



Caracas, Oct 29 (Prensa Latina) The Brazilian President Luiz Inacio Lula da
Silva arrives in Venezuela Thursday to foster the strategic alliance with
this country after recording nearly 6 billion dollars in bilateral trade in
2008.



President Hugo Chavez confirmed the arrival Thursday of this great friend
who is Brazilian President Luiz Inacio Lula da Silva.

During the public rally at the Governor Room in the White Palace, the
Venezuelan leader advanced that both leaders will visit soya fields in
Orinoco Savanna belonging to a joint project to produce food, soya, machines
and technology.

With Lula, Brazil has experienced a geopolitical turn, it is no more the
empire it used to be; Venezuela was also a sub-empire within the
corresponding scales, said Chavez.

Both governments signed 8 deals last August 20 dealing with scientific,
technological and industrial development.

A letter of intention was signed that day aimed to establish a working
Committee between public and private sectors aimed at studying exports of
goods and services for food security and development of industrial capacity,
among others.

Dominican Swimmer to Unite Continents



United Nations, Oct 29 (Prensa Latina) Dominican distance swimmer Carlos
Diaz presented today at the UN his project to join the world´s five
continents by swimming to stimulate the accomplishment of Millennium
Objectives.



Diaz' desire is to join Oceania and Asia swimming from Papua New Guinea to
Indonesia and then to join Asia to Africa by swimming between Yemen and
Djibouti.

He will connect Africa with Europe in the third stage covering the distance
between Morocco and Spain by swimming through the Strait of Gibraltar.
Finally he will connect Europe with America by swimming through Bering
Strait between Russia and Alaska.

Diaz stated at a press conference he will find difficulties in every stage
due to different ocean currents, temperature and water conditions, climate
and other environmental factors.

He said his great ambition is to create consciousness in the peoples he will
visit for them to claim their governments a better work regarding the
accomplishment of the Objectives of the Millennium.

The 34 years Dominican swimmer crossed Strait of Gibraltar both ways in 8
hours and 31 minutes. He also swam around Manhattan Island, New York and
crossed English Channel and Toroneos Gulf (Greece).

Brazil Senate for Venezuela in MERCOSUR



Brasilia, Oct 29 (Prensa Latina) The Foreign Affairs Commission members of
the Brazilian Federal Senate approved on Thursday the protocol for
Venezuela's entry into the South Common Market (Mercosur), with 12 votes in
favor, 5 against and one in favor but with reservations.



After more than four hours debating, legislators rejected first a Senator
Tasso Jereissati's report, which was against Venezuela's entry into the
regional economic bloc (Argentina, Brazil, Paraguay and Uruguay) with 11
votes in favour, 6 against and one abstention.

Immediately, they proceeded to vote the Senator Romero Juca's separate vote
bill, which is in favour of Venezuela's entry, whit the already mentioned
results. Now they are only waiting for the plenary vote, which will turn
Brazil into the third country that approves it.

Argentina and Uruguay approved Venezuela's entry into MERCOSUR a long time
ago, when its presidents signed the protocol in July 2007. Besides Brazilian
Senate's plenary approval there is also Uruguayan Parliament opinion left.

In order to argue his position in favor of Venezuela's entry, Jucá stressed
its economic importance to the Brazilian states, which border on that
country. He said they could be better off, or even they could replace with
theirs many products that Caracas buys to Colombia.

He specified Caracas buys to Colombia more than seven billion, while
Venezuela-Brazil trade achieved almost six billion last year, and added that
the neighboring country imports the 70 percent of the products it consumes.

: Russians Interested in Ecuadorian Market



Moscow, Oct 29 (Prensa Latina) Russian enterprises are interested in the
Ecuadorian market, stated today Russian Prime Minister Vladimir Putin in his
meeting with Ecuadorian President Rafael Correa, after signing seven
bilateral agreements.



"We know his country development plans and Russian companies are interested
in being part of that process", stated Putin, which reminded Hugo Chavez as
their common friend.

Correa had been interviewing with Medvedev previously at Kremlin. Russian
President stated the relationships reinforcements between his country and
Latin America. He stated he wants to develop stronger relations with the
continent and Ecuador is one of their more important partners.

Ecuadorian President declared himself to strength bonds between two
countries without conventionalities.

Both countries signed seven agreements, one of them regarding the purchase
of two MI-171E military helicopters by Ecuador and other regarding the use
of peaceful nuclear energy.

To Premiere Fritz Lang Movie's at Berlinale



Berlin, Oct 29 (Prensa Latina) The most complete and restored version of
Fritz Lang's Metropolis (1927) will be one of the features in the next
Berlin International Film Festival (Berlinale), to be held in February 2010.



The organizer committee of the festival, one of the older in Europe,
announced on Tuesday that for the first time will be shown images that has
never being included in the movie. These images were discovered last year in
the film museum Museo del Cine in Argentine.

Dieter Kosslick, Berlinale director said they were pleased to present the
reconstructed original cut of this film classic at the festival's 60th
anniversary.

Metropolis will be shown on February 12 at the Friedrichstadtspalast
accompanied by a live performance of the Rundfunk-Sinfonieorchester Berlin.

For many months the Friedrich-Wilhelm-Murnau Foundation worked in the
restoration project. This version includes 30 minutes unpublished in 16mm
format, found in Buenos Aires.

Metropolis, became the first movie to be recognized as a UNESCO World
Documentary Heritage takes place in 2026 in a futuristic city.

Why Palau Supports US Cuba Blockade



Washington, Oct 29 (Prensa Latina) Given Palau's recent vote at the UN in
favor of the US blockade of Cuba, alternative media La Alborada offered its
readers some information about this scarcely known Pacific nation.



The Palau island chain was claimed in 1543 by Spain, which sold the islands
to Germany in 1899.

Japan occupied Palau during World War I and received a mandate from the
League of Nations in 1920. During World War II, the islands were seized by
the US, and in 1947 became a UN trusteeship administered by the U.S.

Palau signed a Compact of Free Association (COFA) with the US in 1992, and
became an independent state in 1994.

The US Congress approved the COFA with Palau in 1994 and promulgated it as
law. Beginning with the second substantive paragraph, the COFA addresses
foreign relations as follows:

Section 121(a): "The Republic of Palau has the capacity to conduct foreign
affairs in its own name and right, except as otherwise provided in this
Compact....

Section 123: In recognition of the authority and responsibility of the
Government of the United States under Title Three, the Government of Palau
shall consult with the Government of the United States. The Government of
the United States, in the conduct of its foreign affairs, shall consult with
the Government of Palau on matters which the Government of the United States
regards as relating to or affecting the Government of Palau, and shall
provide, on a regular basis, information on regional foreign policy
matters...."

Section 127: "The Government of the United States may assist or act on
behalf of the Government of Palau in the area of foreign affairs as may be
requested and mutually agreed from time to time...."

The Title Three referred to above includes the following provisions: Section
312 reads:

"The Government of the United States has full authority and responsibility
for security and defense matters in or relating to Palau. Subject to the
terms of any agreements negotiated pursuant to Article II of this Title, the
Government of the United States may conduct within the lands, water and
airspace of Palau the activities and operations necessary for the exercise
of its authority and responsibility under this Title.

The Government of the United States may invite the armed forces of other
nations to use military areas and facilities in Palau in conjunction with
and under the control of United States Armed Forces.

Section 313 says "The Government of Palau shall refrain from actions which
the Government of the United States determines, after consultation with that
Government, to be incompatible with its authority and responsibility for
security and defense matters in or relating to Palau."

Section 321 sustains that "the Government of the United States may establish
and use defense sites in Palau, and may designate for this purpose land and
water areas and improvements in accordance with the provisions of a separate
agreement which shall come into force simultaneously with this Compact."

With a population of only 20,796 persons,. Palau has been mentioned in US
news since it agreed in June of this year to accept 17 Uighurs (Chinese
Muslims) who remained at Guantanamo Base despite not being classified as
"enemy combatants." Palau's president stated at the time: "This is but a
small thing we can do to thank our best friend and ally for all it has done
for Palau."

Climate Change at EU Summit



: Brussels, Oct 29 (Prensa Latina) The search for a common position about
climate change tops Thursday and Friday the agenda of European Union (EU)
leaders meeting in this capital for a summit.



The European Council, comprised of heads of State and Government of the EU,
will try to conciliate several criteria to face the meeting about climate
change to be run in Copenhagen, Denmark, in December.

According to Swedish Prime Minister and EU acting president Fredrik
Reinfeldt, it is indispensable that Europe plays a leading role and achieves
an ambitious global agreement against climate change.

Despite the need of reducing emissions of greenhouse effect gases, members
of that regional group have expressed disagreements as for financial
affairs.

They do not agree about the money that should allocate to contribute with
poor countries to face global warming and its effects.

According to estimates from the European Commission, the funds needed to
finance poor nations in order to face climate change amount to 100 billion
euros annually.

Flu A(H1N1) Cases Increase in France



Paris, Oct 29 (Prensa Latina) Health authorities informed Thursday an
increase of flu A(H1N1) cases in all ages and warned about emergency steps
to put a stop to the scourge's expansion.



The increase is particularly fast in the Ile de France region, where Paris
is located, announced the French National Institute for Health Surveillance
(InVS).

According to the specialists, autumn season is, as it was anticipated, the
most dangerous taking into account the intermediate temperatures that
facilitates the virus´ incubation.

In metropolitan France there was an increase of 55 percent of cases compared
to last week, that is 450 contaminated people per 100 000 inhabitants.

InVS doctor Francoise Weber said that the hospitals´ admissions increased
significantly with 22 seriously ill cases and four of them died.

Since the beginning of the epidemic in France, there have been 44 dead
people and 17 of them were because of the Swine flu A(H1N1) in metropolitan
zones.

Russia, Ecuador to Expand Links



Moscow, Oct 29 (Prensa Latina) Russian President Dmitri Medvedev analyzed
Thursday the development of bilateral relations with his Ecuadorian peer
Rafael Correa, on a three-day visit to this capital.



At noon (local hour) Correa and Medvedev have scheduled a private meeting in
the Kremlin Palace Red Room and in Katherine the Second Room, another one
with the delegations.

After those talks finish, bilateral agreements will be signed in the
Malaquite Room also in Kremlin Palace, noted diplomatic sources from the
Latin American country.

Correa who was received with official honours at Vnukovo-2 Moscow airport
will lay a wreath to the grave of the Unknown Soldier early morning.

The Head of State will visit the Red Square before attending a ceremony at
Kremlin Palace where he will be appointed Honorary Professor of Bielgorod
State University by that entity's Dean Leonid Dyatchenko.

At the same place the leader will be also awarded with the same condition by
the Kursk Technical University and the dean of that entity Serguei
Yamelyanov will also give it to him.

After the official talks at Kremlin a Joint Declaration is expected to be
issued and then Medvedev will give a lunch in honour of his Ecuadorian
counterpart.

The South American Head of State will move later to the Presidential Palace
to meet Russian Prime Minister Vladimir Putin and will later hold a working
meeting with Ecuadorian businessmen.

Kenya Thankful for Cuban Malaria Program



Nairobi, Oct 29 (Prensa Latina) The Kenyan government was thankful for the
offering of Cuba of the Caribbean country´s program against malaria to fight
the disease in Kenya, diplomatic sources said here Thursday.



The proposal was made by the General Director of the Group for
Biopharmaceutical and Chemical Productions of Cuba (LABIOFAM) Jose Antonio
Fraga, who had meetings with the Kenyan Public Health Ministry authorities.

Fraga, a Doctor in Veterinarian Scienes, presented the project with the
purpose to reduce 80 percent of the incidence of malaria in Kenya in two
years.

One of the advantages of the Cuban program is that it is harmless to the
environment and human beings.

Kenyan permament Public Health Minister, Dr. Mark K. Bor said that Kenya
will do every possible step to start the application of the Cuban program as
soon as possible.

The United Nations recognizes malaria kills more than 2 million people in
Africa, among them, 500,000 pregnant women.

Iran to Respond to the IAEA



Teheran, Oct 29 (Prensa Latina) Iran established Thursday as the day it will
respond to a Western proposal to enrich its Uranium in a third country,
although it ruled out sending all in one shipping due to its immediate
needs.



Deputy Mohammad Karami Raad, member of the foreign affairs commission and
nuke security in Parliament (Majlis) assured that the government will
respond to a bill Thursday conceived in Vienna by United States, Russia and
France.

concentrated or nuke bars and will return to the Persian country to be used
in Teheran atomic plant that provides 200 hospitals with isotope for cancer
treatment.

Local media noted that Iran lacks 19.75 percent of the enriched uranium
since its nuke plant in Natanz only processes between 3.5 and 5 percent to

Peace Failure to Affect All, Jordan King



, Oct 29 (Prensa Latina) Jordan King Abdullah II warned that Palestinians,
Israelis, the Middle East and the whole world will pay a high price if the
regional peace process fails, government Hashemite sources said on Thursday.



Official media and spokesmen of the Royal House publicly spread in this city
a recorded message by the monarch, addressed to the people attending the
gala meal of the first national conference of the new J-Street Pro-Jewish
Lobby, held in Washington on Wednesday night.

The cost of the failure will be too high for everyone and for the US
national interest, said Abdulah II to around 1,500 participants in the
Forum, self-defined as of peaceful profile, and also tackled the situation
in Gaza and the West Bank.

He also emphasized the Arab-Muslims states want to boost the process, and
recalled that the Arab Peace Initiative (PAI) offered guidelines for a new
future, in which Arabs and Israelis can live in peace.

The PAI, said the Hashemite sovereign, seeks lasting peace through a global
agrement that would include the Palestinians' right to freedom and to have a
State, and guarantee Israel's security and its acceptance in the region.

The initiative does not only entail a solution for two States, but also
regional peace, and is about Israel having normal relations with all the
Arab and Muslim States, because there are 57 States that still do not
recognize it, said Abdulah II, whose country has maintained relations with
Israel since 1994.

The King also said there is an opportunity to make progress in that regard
and that a great majority of Israelis and Palestinians, as well as the
international community, support the two-State solution and a negotiated
agreement.

He insisted that "what we need is to get involved in serious negotiations
that allow us reaching the end of the game," he demanded.
